The Hamblen County Foundation for Educational Excellence and Achievement (HC*EXCELL) facilitated a three year “Cradle through Career Initiative” from 2012 - 2015. This initiative revealed that:

• Individual and county-wide student achievement and success are limited in part because too many children are entering school unprepared; and

• Unprepared students are rarely able to overcome the educational secondary education, work, and life.
